The MPAC 2025 is a guidance which developed and focused to establish the ASEAN community through the ASEAN Connectivity 2025, covering physical, institutional, and inter-community connectivity, the Indonesian Permanent Representative to ASEAN, Rahmat Pramono, said here on Monday.
"There are two documents. The first one is for 2010-2015, and the second one is for 2016-2025. The documents will be ratified at the ASEAN summit in September 2016," he noted.
The MPAC 2025, Rahmat said, contains prioritized programs on infrastructure of the ten ASEAN countries, which are expected to boost the economy and prosperity of the people in the region.
Rahmat said the infrastructure development projects mentioned in MPAC 2025 will not run counter to the investment plans and projects carried out by investors from partner countries.
The investments have been synergized with the ASEAN partner countries, namely China, Japan, and South Korea.
"Many national projects are included in both books. The contents of the books are in line with the national program," Rahmat said.
Such national projects contained in the books included power plants, seaport, and toll roads.
According to him, by including in the MPAC 2025, the national development projects will be massively disseminated to the investors and to attract them.
The governments of ASEAN countries still consider the infrastructure development sector as heavy.
Therefore, most leaders offer an investment scheme of public-private partnership (PPP).
"Not all countries are able to finance infrastructure constructions. The alternative finance system is through PPP," he explained.
The MPAC 2025 allocates US$3.3 trillion for infrastructure sector in 15 years.
"Most of the fund amounting to US$1.2 trillion is allocated for transportation infrastructure, while US$1 trillion is for electricity and US$0.6 trillion for water projects," he said.
The MPAC 2025 will be disseminated in the ASEAN G2B Infrastructure Investment Forum initiated by the Indonesian Chamber of Commerce and Industry in Jakarta on November 8 to 11, 2016.
The forum which is held in conjunction with the Indonesian Infrastructure Week aims to build partnerships between the government and private sector, especially in infrastructure sector.(*)
