Manpower Minister Ida Fauziyah emphasized that the religious holiday allowance (THR) should be paid no later than seven days before Eid al-Fitr 1445 Hijri.
"We already know that THR is an obligation of employers. It must be given to workers or laborers to meet the needs of Eid," the minister remarked after the Zakat handover through the National Zakat Agency (Baznas) event at the Presidential Palace here on Wednesday.
In order to ensure the THR payment, Fauziyah stated that the Manpower Ministry will immediately issue a circular to governors throughout Indonesia, which will be forwarded to employers later.
According to the minister, the circular related to THR is usually distributed in the first week of Ramadan.
Fauziyah further explained that the Manpower Ministry had yet to receive complaints about employers refusing to pay THR to their employees.
"Until now, there are no (complaints) because all employers know that it is an obligation that must be carried out," she stated.
The Manpower Ministry will also re-open the THR post to facilitate complaints from both workers and employers regarding THR payments.
Last year, through the THR Post, the Manpower Ministry received a total of 1,540 complaints, of which 1,026 could be resolved. Meanwhile, 514 other complaints could not be processed due to incomplete data.
The THR Post last year also served 1,782 consultations related to THR payments.
"We will open the THR post, not only at the Ministry of Manpower but also at the district manpower affairs office that deals with employment," she affirmed.
Before closing her press statement, Fauziyah emphasized that a company should not pay THR in installments.
"No, it cannot be (in installments)," she stressed.
