Jakarta, (Antara) - The office of the minister of administrative reform stated here on Wednesday that the evaluation it has made on the performance of ministries was not aimed at ministers.

"We did it not to evaluate the performance of ministers or heads of offices but the organizations to show how much they have accomplished," deputy for bureaucratic reform, accountability and supervision of apparatus, M Yusuf Ateh, said.

The ministry of administrative reform has recently released the results of its accountability evaluation on the performance of all ministries/state institutions and regional administrations.

The office has never published them so far but under current minister Yuddi Chrisnandi they were made public to show transparency and out of the box bureaucratic reform.

The move however has been considered controversial because it happened in the midst of a rumor of another cabinet reshuffle.

Ateh explained the evaluation was carried out each year and it has been done since 2006 and purely aimed at the organizations and not their chiefs.

"Evaluation is also not intended for seeking points but its main goal is improvement of accountability performance of government institutions so that every rupiah they spend could be made accountable and benefit the people," he said.

He said the evaluation has also been done independently unlike that carried out by the State Audit Board (BPK) that also gave opinions on the financial reports of the offices being evaluated.

"BPK conducts its own audit on all ministries/state institutions while BPK's financial report is audited and evaluated by public accountants. The ministry of administrative reform also does its own evaluation," he said.

He said evaluation of the ministry of administrative reform is done by the Development and Financial Supervision Agency (BPKP) independently and the result was also transparent in which the performance of the office was shown down in points from 77.35 in 2014 to 77.00 in 2015.

Under the reading the administrative reform office received a mark of BB along with 20 other ministries/state institutions, he said.

Ateh said in implementing the evaluation the administrative reform office has also involved BPKP, the ministry of home affairs and provincial inspectorates.

"Evaluation is not done arbitrarily because in must be based on the reference that has been made. The Manual for Performance Accountability Evaluation is made jointly involving  the ministry of finance, the National Development Planning Board and the ministry of home affairs," he said.

Ateh said the main indicators for the evaluation are performance planning including strategic planning, budgeting and performance agreements that were observed comprehensively and sustainably.(*)
