Instead, they should refer any such case to the Surabaya National Unity and Community Protection Agency (Bakesbanglinmas) and the Public Order Agency (Satpol PP), Deputy Head of the Surabaya DPRD Masduki Toha said on Friday.
Various misdeeds during the fasting month must be combated. However, activities of amusement and tourism centers are set forth in a bylaw, he added.
"Satpol PP and Bakesbanglinmas have the authority to deal with amusement centers found violating it (the bylaw)," Toha pointed out.
He also expressed hope that the city government would report any violation of the bylaw to the DPRD. "They can report any violation to the council once a week," he affirmed.
In addition, Mayor of Surabaya Tri Rismaharini stated on Monday that all amusement centers, including discotheques, karaoke parlors and spas in the city, will remain closed during the fasting month of Ramadan, which commenced on Thursday.
"They must all stay closed in accordance with the bylaw," Rismaharini emphasized.
Under bylaw number 23 of 2012, all amusement centers in the city are banned from operating during the holy month.
The city government will prepare security personnel to raid amusement centers found open during Ramadan, she cautioned.
Moreover, Head of Bakesbanglinmas Soemarno noted that the agency will conduct raids shortly after the government announces the commencement of Ramadan.
The raids will be categorized into closed and open raids. While the closed raids will be conducted by intelligence officers, the open raids will involve officers in complete uniform, he explained.
"We will field 26 teams comprising representatives from military resorts, police and Satpol PP. If any of them (amusement centers) violates it (the ban), we will immediately shut it down," Soemarno stressed. (*)
