Surabaya, E Java (Antara) - The Commission B of the Surabaya City Legislative Assembly (DPRD) has urged city government-owned companies to focus on improving their performance during the budget year 2015.
The DPRD did not want to merely place the blame on their boards of directors for the city government-owned companies' lackluster performance, Chief of the Commission B Mazlan Mansyur noted here on Monday.
"The bad or good performance of city government-owned companies relies on their boards of commissioners who are the confidants of the city government," he stated.
The city government should not merely hold the boards of directors accountable for their lackluster performance, while the boards of commissioners also played a role in promoting the companies, he remarked.
"The boards of commissioners are also held responsible for the city government-owned companies' performance because they have approved the budget and business plan of the boards of directors. Do not merely blame (the boards of directors) without clear reasons," he stated.
Mazlan emphasized that the boards of commissioners should comprise professionals elected through a stringent selection process.
In order to appoint competent boards of commissioners, the city government should involve city legislators in their selection process, he affirmed.
"The more the people who select them, the better it will be," he asserted.
If only a few people selected the boards of commissioners, they would be influenced by "like and dislike" factors, he pointed out.
However, he admitted that it was the mayor's prerogative to select members of the boards of commissioners.
"The city legislators should be part of the selection process as they are involved in budgeting and controlling the functioning of city government-owned companies," he pointed out.
Furthermore, the Commission B also had the right to audit the city government-owned companies' financial records. (*) Reported by Abdul Hakim
