Indonesia’s anti-graft agency said its probe into alleged corruption in the Jakarta-Bandung high-speed rail project remains at the preliminary inquiry stage, citing case management priorities despite the investigation running since early 2025.

“The Whoosh case is still under preliminary inquiry,” KPK spokesperson Budi Prasetyo told reporters in Jakarta on Tuesday.

Asked why it has not moved to a full investigation, Budi said it was due to case management amid a heavy workload.

“It is a matter of case management, as KPK is handling many cases, including covert probes and sting operations in recent months across regions,” he said.

He added the agency continues to examine alleged corruption in the Whoosh project.

“The inquiry is ongoing, with investigators carrying out various steps,” he said.

Earlier, former coordinating minister for political, legal and security affairs Mahfud MD alleged cost inflation in the project in a video on his YouTube channel on Oct. 14, 2025.

“Indonesia calculated costs at US$52 million per kilometer, while China’s estimate is US$17–18 million,” he said.

He questioned the discrepancy, asking who inflated costs and where the funds went.

“That is a markup. It must be investigated,” he added.

On Oct. 16, 2025, KPK urged Mahfud to formally report the allegation.

Mahfud and KPK later exchanged responses, and on Oct. 26, 2025, he said he was ready to provide testimony.

On Oct. 27, 2025, KPK said the alleged corruption case had entered the preliminary inquiry stage since early 2025.
