Surabaya (Antara Jatim) - Urbanization will not always have a detrimental effect if managed properly and its bad impact anticipated and factored in, Surabaya Mayor Tri Rismaharini said.

"What we have to do is to manage and control it properly," she stated after addressing the third session of the preparatory committee of the UN Habitat III conference here on Tuesday.

She advised all newcomers in Surabaya to have resident identity cards and clear jobs as a must.

"If they do not have identity cards, they will be subjected to light criminal measures. This is not merely a matter of dealing with those who look for jobs but is also aimed at tracking down those who harbor bad intentions," she pointed out.

The Surabaya city government has put in place a system enabling the chiefs of neighborhood associations to see how to deal with urbanization. "The lowest level control is with the neighborhood association and not with village head offices," she explained.

While addressing the opening event at the Prepcom III on Monday, Vice President Jusuf Kalla urged that the time has come to change the negative image associated with urbanization into a positive one in the future.

"So far, urbanization has been considered negative. (We must think of) how to make it positive and useful. It is an old notion that a large population is a burden. China, which has a large population, has been able to make good progress. Citizens become good consumers and producers," he argued.

Housing and settlement are problems facing all developed and developing nations. "All of these are a part of our lives, and that is why we always have settlement dilemmas," he underlined.

Fifty years ago, nearly 30 percent of the global population lived in urban areas and 70 percent in rural areas, because the agricultural sector was an important part of job opportunities, he reminded.

Today, a majority of the population lives in urban areas, he emphasized. (*)
