Malang, E Java - At least 375 street children in Malang, East Java, are proposed to receive free birth certificate from the Malang administration. "Previously, The Child Protection Institute (LPA) had proposed 800 children. However, after verification, only 375 names passed. The number can change as we have to coordinate with the District Court," Head of Commission D of Malang Legislative Council (DPRD) Fransiska Rahayu Budiwiarti said here, Monday. Budiwiarti said, pursuant to Law no.23/2006 of Population Administration juncto Government Regulation (PP) no.53/2008, children of more than one year old and yet to have birth certificate, must pass the District Court for the certificate issue. Therefore, the Council, District Court and Malang Vital Statistic and Demography Agency (Dispendukcapil) are to come together for a Memorandum of Understanding related to the budget for certificate issuance, Budiwiarti said adding that the allocated budget was only Rp102 million. Meanwhile, Head of Malang Dispendukcapil Metawati Ika W said there were some requirements for the issuance such as birth reference from midwife, marriage certificate, Identification Card, and family identification cards (KK). "If all of requirements available, it is not difficult to have free birth certificate paid by the regional budget (APBD). We hope this program to continue in the future that all street children can have birth certificate," Ika said. Head of Malang LPA Djoko Nanung said the certificate issuance was prioritized to children in productive age, between junior and senior high-school age, as the Child Protection Law only regulated and limited to 18 year old children. "The street children collection was done through particular mechanism and requirements, such as dropouts or the impoverished from the city's slums," Nanung said. (*)
